"Training plan" means a method or scheme for obtaining a certain specific training objective, and containing the following information:
(1) Objective of the training;
(2) Who will be trained;
(3) Name of instructor;
(4) Schedule of meetings, etc.;
(5) Outline of material to be presented;
(6) A plan for evaluating the effectiveness of the training.
