The board interprets its functions and the function of the administrator as follows :
(a) Administrator. The administrator is responsible for the day-to-day administration of the contractors licensing law and this chapter. His authority is set out in 31.0505 ASCA and 31.0530 of this article.
(b) Boards. The board's function is to promulgate this chapter to guide the administrator in his day-to-day administration. Then, the board's responsibility is to hear any appeal from an adverse decision of the administrator (see 31.0501 ASCA and 31.0134, 31.0135, and 31.0136 of this article). Therefore, the administrator acts first and the board, after passing the rules, acts only if an applicant or licensee appeals an adverse decision of the administrator.History: Contractors Lic. Bd.
