Every vessel, when underway during nighttime and periods of poor visibility, shall have a lookout at the forward part of the vessel. A vessel lying at anchor shall keep a proper anchor watch. A watch tender while underway during nighttime shall make an hourly round of the vessel to guard against fire and other dangers. In no instance shall the helmsman be considered as a lookout. Nothing ill this section shall exonerate the master or officer in command from the consequence of any neglect to keep a proper lookout or the neglect of any precaution which may be required by the ordinary practice of seamen or by any special circumstances of the case.History: Bd. of Mar.
