Agreement of 1872

In 1872, Navy Commander Richard Meade of the U.S.S. Narragansett visited Pago Pago.  On March 2, 1872, Commander Meade, on his own responsibility, made an agreement entitled “Commercial Regulations, etc.” with High Chief Mauga. In May of 1872, this agreement was submitted to the United States Senate by President Grant. President Grant stated that while he would not hesitate to recommend its approval, it seemed to pledge that the United States protect American Samoa, which he thought was not in accord with the foreign policy of the United States.
